Birth Time and Time Zone in New York

A birth chart depends on more than the hour on a clock - it depends on which time zone was actually in effect in New York at the moment you were born, and that has changed more than once.

Why the time zone history matters here

New York (United States) has its own history of keeping time, and for an accurate birth chart that history matters just as much as the birth date itself. An error of even one hour can shift the ascendant into a neighbouring zodiac sign, and with it, all twelve houses of the chart. That's why a chart calculation needs to be built on the time zone that was actually in effect in New York on the specific day, month and year someone was born, not on today's zone.

For cities with a Soviet-era history, there's an added layer: decree time, which added an hour on top of standard zone time from 1930 to 1991 (with a gap in 1991-1992), plus the 2011 and 2014 reforms, when Russia first abolished the seasonal shift back to winter time, then abolished the resulting permanent summer time and returned to seasonal clock changes. If someone was born in New York during one of these periods, the time on their birth certificate and the time that actually applied locally could differ by an hour - worth accounting for rather than assuming they match.

A worked example

Say someone was born in New York at 12:00pm by the hospital clock. To calculate their birth chart correctly, that time needs to be converted using the local time convention that applied in their specific birth year, whether decree time or seasonal summer time was in effect, compared against today's America/New_York zone. Only after that conversion can the houses and ascendant be built with confidence that the chart reflects the sky actually over New York at the moment of birth, rather than a guess.

If the birth time is unknown

This is common, especially for older birth dates where documents may not have survived. The workaround is a sun chart, where the Sun is placed on the ascendant as a stand-in: everything that doesn't depend on exact time, personality, purpose, relationships, money, stays accurate, while the houses and ascendant are marked as an approximation. That's more honest than guessing at a time nobody actually remembers.
